ILS Syndication for Apartments, Mapped: Where Zillow, Apartments.com, Apartment List and Zumper Multifamily Listings Appear (2026)

For marketing directors, ILS owners and asset teams who buy listing-site advertising for multifamily communities.

TL;DR

ILS syndication means one listing contract puts your apartment community on several sites. Zillow's 25-plus-unit listings also appear on Trulia, HotPads, Realtor.com and the Redfin sites; Apartments.com runs a CoStar network of sister sites; Zumper names PadMapper, Bing, Realtor.com and ChatGPT. A stipulated FTC order filed August 2026 keeps Zillow syndicating to Redfin.

  • Zillow syndicates 25-plus-unit listings to Realtor.com (since 2024) and to Redfin, Rent.com, Rentals.com and ApartmentGuide (since 2025).
  • The FTC order requires Redfin to sell its own rental advertising again and gives some Zillow customers a 9-month exit or renegotiation window.
  • CoStar's 10-K names nine sister sites and brands in the Apartments.com Network, without saying which package tiers reach them.
  • One error in a feed is copied to every partner site, which is why about 89% of communities in Brynson's data describe themselves differently across sites.

25+units: the line for Zillow's syndication to Realtor.com and the Redfin sitesZillow announcements; FTC order definition 14

What ILS syndication means for an operator

An internet listing service (ILS) sells you placement on its own site, then licenses your listing content to other sites it owns or partners with. That licensing is syndication. One contract and one feed from your property management system (PMS) put the listing on several sites, each mapping and caching the data its own way.

The definition that now matters most comes from the stipulated final order in the FTC and five-state case against Zillow and Redfin. Definition 12 describes an ILS as a provider of a digital platform that "aggregates and displays Multifamily Rental Properties" to prospective tenants, and it excludes general search, generative AI and social media platforms "where rentals are incidental to other content provided." Definition 14 sets a Multifamily Rental Property at 25 or more units.

Three consequences for the ILS owner:

  • You buy reach, not a site. The ILS's own deals decide which other sites carry the listing, and they change mid-contract.
  • One feed, many copies. A wrong fee or stale rent range in the feed is copied to every site in the network. Fixing it on one portal does not fix the others.
  • Overlaps create duplicates. Realtor.com can receive your listing from Zillow and from Zumper, and two feeds can disagree.
Illustrative example

A 240-unit community buys a Zillow package and an Apartments.com package. The Zillow feed can reach 8 sites (Zillow, Trulia, HotPads, Realtor.com, Redfin, Rent.com, Rentals.com, ApartmentGuide), and the Apartments.com package sits in a 10-site network. One wrongly mapped admin fee in the Zillow feed can show on all 8.

The FTC order in plain English, quoted from the docket

Press coverage of the settlement disagrees on details, so this table quotes the stipulated final order itself. The plaintiffs are the FTC, Virginia, Arizona, Connecticut, New York and Washington. The order was filed on August 24, 2026; most deadlines run from the date the court enters it, and the FTC case page still showed the matter as pending when we checked. The defendants have stipulated to comply with the order pending entry.

Provisions that affect apartment advertisers
Order sectionWhat it saysWhat it means for your ILS plan
II.AZillow must "continue to provide Defendant Redfin with robust syndication of Multifamily Rental Property listings" under the amended license.A Zillow package should keep reaching the Redfin sites. Confirm your property is in the feed, because the amendment also creates Zillow-only products.
IV.ARedfin must re-enter selling to ILS customers within 6 months of entry, with a portal to upload listings across Redfin.com, Rent.com and ApartmentGuide.com, a billing system, a general manager, a sales team, a customer support team and targeted ads. Redfin pays penalties under IV.B if it misses the deadline.Expect a second buyer for the Redfin sites: Redfin selling direct, alongside Zillow syndication.
II.CFor 9 months after Redfin meets IV.A, Zillow must let any ILS customer "whose contract cannot be cancelled within 3 months" exit or renegotiate to deal with Redfin "without cost or penalty."A dated window to renegotiate long Zillow contracts. Put the trigger date in your renewal calendar.
V and Appendix BWithin 20 days after the FTC tells Zillow that Redfin has met IV.A, Zillow must send every ILS customer a letter describing the order and its II.C rights. That letter is your signal that the 9-month window is open. Route it to whoever owns ILS contracts, not a general inbox.
Appendix A, 2.13"A Redfin Only Product and a Zillow Only Product may be sold to the same customer."Two new standalone products. The order's public text does not state their launch date; ask both vendors in writing.
Appendix A, 2.12(b)Redfin may decline to show a Zillow-fed listing "solely where the same property is then actively displayed by Redfin as a Redfin Only Property."If you buy both, Redfin shows one copy. Know which feed it is, because that copy is the one renters see.
I.CNo exclusive Zillow and Redfin syndication agreement for listings "with fewer than 25 units" without prior FTC approval before July 1, 2030.The two companies cannot extend an exclusive feed to properties under 25 units without approval before mid-2030.
VI30 days' notice to the plaintiffs before either company signs a multifamily syndication agreement that restricts either party's ability to compete for ILS customers (Zillow's existing Move, Inc. agreement excepted).New exclusive network deals will be slower and visible to regulators.
VII and XII$2 million to the plaintiff states, which the order says "is not a penalty"; the order expires 10 years after entry. The relief is mostly structural; the only penalties are Redfin's if it misses re-entry. It shapes the market you buy in through the mid-2030s.

Press reports put the standalone products in 2027. The public order leaves the launch date to redacted terms, so we will add a date only when a primary source confirms it.

Seven syndication questions to settle before you sign or renew an ILS contract

Each one comes from a source on this page. Get the answers in the order form, not in a sales email.

  1. 01

Which sites does this package reach, by name?

Ask for the list as of signing, by package tier, and notice when it changes. The Zillow network changed in March 2024, February 2025 and again with the FTC order, and CoStar's 10-K names the Apartments.com Network sites without mapping tiers to them.

  2. 02

Does our property clear the unit threshold?

Zillow's syndication to Realtor.com and the Redfin sites covers communities of 25 or more units, the same line the FTC order uses for "Multifamily Rental Property." Apartment List says it works with properties of 20 or more units.

  3. 03

Is this a network product or a Zillow-only or Redfin-only product?

The amended Zillow and Redfin license creates a Zillow Only Product that Zillow "is not required to make available to Redfin in the Data Feed," and a Redfin Only Product. Know which one you are buying before you count Redfin, Rent.com and ApartmentGuide as reach.

  4. 04

Do we qualify for the Zillow exit window?

Section II.C of the order gives ILS customers whose Zillow contracts cannot be cancelled within 3 months a 9-month window to exit or renegotiate "without cost or penalty" to deal with Redfin, starting when Redfin meets its re-entry requirements. Zillow must then notify customers by letter (section V). List the affected contracts now so you can act when that letter arrives.

  5. 05

Will we end up with two copies on one site?

Realtor.com can receive your listing from Zillow and from Zumper. Redfin can show a Zillow-fed listing or a Redfin Only listing of the same property. Ask each vendor which copy wins, and check that both copies say the same thing.

  6. 06

Is the feed from the PMS, and who owns the mapping?

Zumper names Yardi and Propertyware integrations; Apartment List lists six PMS options. Get the name of the person who maps fee and amenity fields at the ILS, because a mapping error there reaches every partner site.

  7. 07

Can we see what the AI surfaces showed?

Zillow says its ChatGPT app includes rentals, and Zumper lists ChatGPT/OpenAI as a partner. Ask whether you get any report of where the listing appeared there. If not, keep your own dated captures of the listing as published.

Apartments.com, Zumper and Apartment List: what each network says it carries

Apartments.com Network (CoStar Group)

CoStar's 2025 Form 10-K defines the network as Apartments.com "and its network of rental websites including" the nine sites in the table. "Including" means the list may be incomplete, and no tiers are mapped to sites. AFTER55.com, CorporateHousing.com and ForRentUniversity.com serve niche audiences, so a 55-plus or student property should ask about them by name.

Zumper

Zumper's premium listings page says: "Listings automatically posted to our partners: PadMapper, Microsoft Bing, Realtor.com, Chat GPT/Open AI, and more." The page prices plans by listing count and asks accounts with more than 25 listings to contact sales, so multifamily terms are negotiated, not published.

Apartment List

Apartment List sells A-List Market as a performance marketplace: "Pay only for signed leases." Its partner page says it is "only working with properties with 20 or more total units" and names no syndication partners, so count it as a single destination. See ILS pricing models for how pay-per-lease compares with subscription packages.

AI assistants as a new syndication surface

Two ILS owners now name an AI assistant as a place your listing appears. In an October 9, 2025 post, Zillow says its app in ChatGPT "displays most listing types, including rentals." Zumper lists "Chat GPT/Open AI" among its syndication partners. Both are vendor claims we have not tested.

The FTC order's ILS definition excludes "general search, generative AI, or social media platforms where rentals are incidental to other content provided." By that definition, an assistant that shows Zillow's rentals is a display surface for an ILS's content, not an ILS itself. An assistant still repeats whatever the feed says, including a stale fee.

Why syndication multiplies listing errors

Brynson analysed 6,000 properties and 1.6 million units. Nearly 89% of communities described themselves differently across listing sites, and although 97% of listings had been updated within the previous 90 days, conflicting mandatory fees, missing amenities and contradictory terms persisted. Method and results: the apartment listing accuracy report.

Each ILS maps your feed to its own fields and passes its version to partner sites, so a mapping error travels downstream, while a hand edit in one portal travels nowhere and the next feed can overwrite it.

Where a syndicated listing breaks

Fix at the PMS, then confirm on every network after the next sync. For the field-by-field audit, use the ILS listing audit. When the drifting field is a fee, it is also a disclosure question, covered by Compliance360 Fee Transparency.

How to map where each property actually appears

A one-hour exercise per property that turns the table above into your own reach map and catches duplicate or stale copies.

Time needed: 1 hour

  1. 1

    List every active ILS contract

Pull each property's current packages and order forms for Zillow, Apartments.com, Apartment List, Zumper and any others. Note unit count beside each property.

  2. 2

Expand each contract into its network

Use the syndication map to list the partner sites each package should reach, and mark sites that depend on a unit threshold or package tier.

  3. 3

Search for the property on every listed site

Open each site and find the listing. Record whether it is present, which feed it came from where shown, and the date you checked.

  4. 4

Compare the key fields with the PMS

Check rent range, mandatory fees, available units, pet policy and amenities against the PMS record on each copy. Note every difference.

  5. 5

Fix at the source and recheck after the next sync

Correct the PMS record or ask the ILS to fix its mapping, then recheck every copy after the next feed, not only the portal you edited.

  6. 6

File the map with the contract

Keep the reach map with the order form and update it when a network changes, so renewal talks start from what you actually received.

Where ILS Management fits

ILS Management™ puts every ILS contract and package in one portfolio directory, with cost per lease for each property on each ILS and listings checked against your PMS nightly. When a listing drifts, the Brynson team corrects it with the ILS, and Compliance360 Listing Consistency confirms the fix on the next sync.

You only need to know where listings appear

The how-to above is enough for a handful of properties. It becomes a standing job once a portfolio runs four or more ILSs across dozens of communities.

You need drift caught, not just mapped

Listing Consistency compares listings from five sources (Apartments.com, Apartment List, Zillow, Zumper and HelloData) with your PMS field by field, nightly.

Frequently asked questions

ILS syndication is when an internet listing service licenses your listing content to other sites it owns or partners with, so one contract and one feed put your community on several sites. Zillow, for example, syndicates 25-plus-unit listings to Realtor.com and the Redfin sites.

Yes, for communities with 25 or more units. Zillow announced Realtor.com syndication on March 5, 2024 and Redfin, Rent.com and ApartmentGuide syndication on February 11, 2025, and the stipulated FTC order filed August 24, 2026 requires Zillow to continue robust syndication to Redfin.

CoStar's 2025 Form 10-K lists Apartments.com plus ApartmentFinder, ForRent.com, AFTER55.com, CorporateHousing.com, ForRentUniversity.com, ApartmentHomeLiving.com, Apartamentos.com, WestsideRentals.com and Off Campus Partners. It does not say which package tiers appear where, so confirm that for your package.

It keeps Zillow syndicating multifamily listings to Redfin, requires Redfin to rebuild its own rental advertising business within 6 months of entry, and bars agreements that stop Redfin competing. Zillow customers locked into longer contracts then get 9 months to exit or renegotiate without penalty.

Possibly. Section II.C of the order covers ILS customers whose Zillow contract cannot be cancelled within 3 months and gives them 9 months, starting when Redfin meets its re-entry requirements, to exit or renegotiate without cost or penalty. Check the terms with counsel first.

Zillow said in October 2025 that its ChatGPT app displays most listing types including rentals, and Zumper lists ChatGPT/OpenAI among its syndication partners. Both are vendor claims. The assistant repeats what the feed says, so a stale fee in the feed can reach renters there too.
